It's all well and good telling them to breed but how will your provide for these newborns? I assume you aren't just going to let them look after themselves otherwise each child will become more of a financial drain on a family.

Well, with me, I am Islamic. Hence the man works and all the women stay inside to care for the babies. And being that I am full on state property the state always pays everyone enough that he and his family can live comfortably. That and free health care, limited free education etc. Your wage just rises with the number of children you have proportionally so that it always just covers your costs.
